On May 28, 2026, Marcus testified at the Canadian Parliamentary Standing Committee on Foreign Affairs about MP James Bezan’s Private Members Bill C-219 to amend Canada’s sanctions legislation. He appeared with Vladimir Kara-Murza and Bill Browder. Marcus worked closely with Bill, Vladimir and Irwin Cotler to lead the Canadian civil society campaign for Canada’s Magnitsky Law
